About GEMS: GEMS Background

 

 

What is GEMS?

 

Previously known as the HRMS Project, the Government Employee Management System (GEMS)  is a flagship project for The Brunei Civil Service, involving all the relevant ministries, departments and government agencies. Implemented by BAG Networks Sdn. Bhd. and Accenture for the Brunei Civil Service, GEMS is a Human Resource Management System that will help realise the aspirations of modernizing and transforming Brunei’s civil service HR functions and operations. The Project is spearheaded by the Public Service Department (Jabatan Perkhidmatan Awam – JPA) under the sponsorship of the Prime Minister’s Office. GEMS runs on Oracle’s PeopleSoft Human Capital Management (HCM) 9.0 platform. Find out more about PeopleSoft HCM by visiting Oracle’s website here.

What is the mission of GEMS?

 

 To support the optimal utilisation of human resource and effective HR management of the Public Service through

}         Providing  correct, timely, reliable and secure HR data

}         Providing easy, convenient and user friendly interfaces to access HR information

}         Providing effective sharing of HR data throughout ministries and departments

 

 

How will GEMS improve the civil service?

 

The GEMS aims to improve the performance of human resources, planning and management of organisation, benefits administration, succession planning, and human resource administration of His Majesty’s Government. To achieve this, GEMS will automate a significant number of tasks that were previously manual. Staff and personnel data will now be kept in a database accessible by all ministries at all times, and applications that are being processed such as housing, loans and training applications can be tracked through the system. Decision making can be faster because information is at our fingertips, as and when required.

 


How many people and/or agencies will GEMS cover?

 

It will cover all Brunei civil servants, estimated to be a total of approximately 45,000. How GEMS affects us depends on the roles and responsibilities in we play in our department. To know more about this, please see the FAQ section.

 

 

What are the expected outcomes of the project?

 

After the successful implementation of the project, some of the high level outcomes that we will expect to see in GEMS will be:

 

 

Improved efficiency in personnel and HR administration which will be visible in reduced process times in the Client Charter (Tekad Pemedulian Orang Ramai – TPOR).

 

Reduced consumption of paper and ink toners thereby saving the government in paper and toner costs. This also helps in Brunei’s green initiative to reduce unnecessary waste.

 

Greater transparency in governance by putting important information related to government processes online.

 

Greater interaction and outreach by His Majesty’s Government to the civil service and people in general.

 

Provide timely data for decision makers in important areas such as Recruiting, Compensation and Benefits and HR Administration.
