How will GEMS benefit me?

GEMS will benefit everyone in the civil service. With GEMS functionalities such as online leave and loans application, you will be able to submit your applications online rather than physical copies. This means your applications can be processed faster, and at the same time, you’re able to track in real time the status of your application: has it been approved or is there a query on your application?

 

Other functionalities such as Employee Development Management will allow you to view training courses available to you online. You will also be able to enrol for courses online and view whether your enrolment has been approved. Work process that spans different departments or ministries will not be constrained by physical movement of paperwork, so the time to complete a process will be significant reduced. As a result, GEMS will bring about better communication and coordination between ministries.

 

 

How do I access GEMS?

Access to GEMS is through a computer terminal, either through your personal desktop or through a kiosk provide by your department. Once GEMS is rolled out into your department, you will be assigned a username and password in which to access GEMS.

 

 

Will I be provided training in order to use GEMS?

Training and Performance Support materials will be provided to you to ensure that you can access the functions of the system. Different types of training will be provided, depending on the roles you have within GEMS. For HR Administrators, classroom training and computer based training (CBT) will be provided, while end users will be provided workshops and CBT by your respective ministries. Online help, brochures and pamphlets detailing how to use the system will also be distributed, both online and hard copies to all ministries when GEMS is rolled out into your ministry.

 

 

Do I need to be computer literate to be able to use GEMS?

Yes, you will need to be computer literate to be able to use GEMS. Your ministry or department’s Personnel and IT section will be able to assist you with using GEMS if you are experiencing difficulties.

 

 

What do I need to do to prepare for GEMS?

The GEMS Information Website contains useful resources that you can use to familiarize yourself with GEMS and be kept informed on the progress of the project.

 

To prepare yourself we highly recommend that you

  1. Gain an understanding of what the GEMS project is all about by completing the GEMS Quick Tour.

  2. Regularly check for important updates from the GEMS Release Information Section.

  3. Read the useful newsletter articles published in Features.

For users who do not feel comfortable using a computer, we encourage you to approach your HR or IT Sections to schedule some basic computer training so that you will be able to use GEMS when it is rolled out to your ministry.

 

We encourage you to read up on these resources so that you are aware and understand the changes that will take place as a result of GEMS.

 

 

When will GEMS be introduced to my ministry?

GEMS will be rolled out or launched in stages across the civil service. The roll outs are split into 2 releases, Release 1 and Release 2. For Release 1, 4 functionalities of GEMS will be implemented in 5 selected PMO departments as part of the pilot implementation phase. These 5 PMO departments are the Public Service Department, Public Service Commission, Management Services Department, Audit Department and Civil Service Institute. How secure is GEMS? Will I need to worry about my personal details being online?

GEMS is a secure system. Each user will have a unique log-in and password, and personal data can only be accessible by you and HR administrators from the civil service. You are allowed to make some changes to your personal details but other changes have to be submitted as a request to the HR administrator in your department or ministry. This is to ensure your data is safe and secure. Changes to any data within the system will also be logged and can be tracked.

 

 

If I have any questions about GEMS, who can I contact?

How often should I check the GEMS Information Website?

The GEMS Information Website is updated on a monthly basis. There may be exceptional cases where important information is published onto the website whenever necessary. It is therefore recommended that you visit the GEMS Information Website every 2 weeks (Eg. 1st and 3rd week of every month).

 

*Tip : Mark your calendar to check the GEMS Information Website on the first day of every 2 weeks to keep yourself informed about GEMS.   

 

 

What updates should I look out for in the GEMS Information Website?

There are three main sections to look out for whenever you visit the GEMS Information Website:

  1. The GEMS articles featured for the month which is always introduced on the homepage.

  2. The GEMS Release Information section which contains

    1. Release Site information telling you what departments are involved in the next release

    2. Quick Links to GEMS Releases that will equip us with the necessary information to prepare for the arrival of GEMS

  3. The Project Progress page which provides an insight on how the GEMS Team is progressing in project.

 

What is the difference between the Change Agents and Trainers in my department?

In each department that GEMS will be implemented in, there are local Change Agents and Trainers who are appointed to provide you with the necessary support in helping you adapt to the changes occurring in your workplace and equip you with the necessary skills required to use GEMS.

 

The local Change Agents will help you adapt the upcoming changes by keeping you informed of

  • any upcoming events related to GEMS

  • any information and news on the progress of GEMS

The local Trainers will help develop the necessary skills required to use GEMS by

  • conducting future training workshops

  • acting as local subject matter experts (SMEs) in our department.

How do I know if I will be affected by GEMS?

If you work in a Brunei government department, agency or ministry that GEMS will be implemented in, you will most likely be affected by GEMS. How GEMS will eventually affect you depends on the current role and responsibilities that you have in your department, agency or ministry. (Read What GEMS Means to Us to know more.)

 

Check the GEMS Release Information section to know if your department, ministry or government agency will be enabled by GEMS.

 

 

What is the difference between the GEMS Information Website and the GEMS system?

The GEMS Information Website contains general information about GEMS project which can be accessed anywhere through the internet. The GEMS system is where actual HR related processes are managed online. It can only be accessed by authorized personnel through a secured connection.
